Jack Scott, D-Altadena, couldn't make a sufficiently convincing case that licensing would accomplish anything useful. The Ultimate VIP

The Pope has just finished a tour of the Napa Valley and is taking a limousine to San Francisco. Having never driven a limo, he asks the chauffeur if he can drive for a while. Since the chauffeur really doesn't have much of a choice, he climbs in the back of the limo and the Pope takes the wheel.

The Pope proceeds down Silverado, and starts accelerating to see what the limo can do. He gets to about 90 MPH, and suddenly he sees the red & blue lights of the highway patrol in his mirror. He pulls over and the trooper comes to his window.

The trooper, seeing who it is, says, 'Just a moment please, I need to call in.' The trooper calls in and asks for the chief. He tells the chief that he's got a REALLY important person pulled over, and asks how he should handle it.

'It's not Ted Kennedy again is it?' asks the chief.

'No Sir!' replies the trooper, 'This guy's more important.'

'Is it the Governor?' asks the chief.

'No! Even more important!' replies the trooper.

'Is it the PRESIDENT??? asks the chief.

'No! Even more important!' replies the trooper.

'Well WHO THE HECK is it?' screams the chief.

'I don't know Sir.' replies the trooper, 'but he's got the Pope as his chauffeur.'

POLICE DEATHS RISE DURING FIRST HALF OF YEAR

The number of police officers killed in the line of duty rose by roughly 10 percent during the first half of 2001.

Preliminary statistics show that 81 officers were killed nationwide during the first six months of 2001, compared to 73 police fatalities over the same period in 2000. The National Law Enforcement Officers Memorial Fund (NLEOMF) and Concerns of Police Survivors (COPS), two nonprofit groups who track law enforcement fatalities, released these figures in a joint announcement.

"I am troubled by the increasing loss of life represented in these numbers, " said NLEOMF Chairman Craig W. Floyd. "Despite all that is being done to make policing safer, including better training and use of the best equipment, we are still seeing a very alarming rate of fatalities among our law enforcement professionals."

Of the 81 officers who were killed through June of this year, 32 were shot to death, 25 died in automobile accidents, nine succumbed to job-related illnesses, seven were struck by automobiles while outside of their own vehicle, four died in motorcycle accidents, two officers were killed in boating accidents, one fell to his death, and one officer was killed in an aircraft accident. Texas was the deadliest state by far for law enforcement officers with 14 deaths during the first six months of 2001. California ranked second with five fatalities, followed by Ohio with four, and the states of Colorado, Georgia, Illinois, Maryland, Missouri, and New Jersey each had three officers killed. Five of the officers who died were women.

"These dedicated officers and their families were forced to make the ultimate sacrifice," observed COPS National President Molly Winters. "We must never forget their selfless and courageous devotion to preserving public safety."

Gomer Wants To Be A Deputy

The local sheriff was looking for a deputy, so Gomer - who was not exactly the sharpest nail in the bucket - went in to try out for the job.

"Okay," the sheriff drawled, "Gomer, what is 1 and 1?"

"11" he replied. The sheriff thought to himself, "That's not what I meant, but he's right."

"What two days of the week start with the letter 'T'?"

"Today and tomorrow." He was again surprised that Gomer supplied a correct answer that he had never thought of himself.

"Now Gomer, listen carefully: Who killed Abraham Lincoln?"

Gomer looked a little surprised himself, then thought really hard for a minute and finally admitted, "I don't know."

"Well, why don't you go home and work on that one for a while?"

So, Gomer wandered over to the barbershop where his pals were waiting to hear the results of the interview. Gomer was exultant. "It went great! First day on the job and I'm already working on a murder case!"

How to avoid being shot by a cop

"I've devised a five-point plan to help citizens avoid being shot by police. This plan may not prevent all shootings, but very few will take place when the plan is rigorously adhered to. So, here are the rules:

Rule # 1
DON'T COMMIT VIOLENT CRIMES. It seems elementary, but this rule is lost on many folks. They do the crime, get shot, and then wonder how it could have possibly happened to them? They whine that it is so unfair. Well, Slick, violent crime, like jumping in front of moving cars, is just a high-risk occupation, and, in case you missed it, committing violent crime makes police officers think you might not be a good person.

Rule # 2
If you ignore rule No.1, and the police confront you, DON'T RUN AWAY FROM THEM. I know it's hard to believe, but that may make them think you're guilty of something. Hiding in bushes or closets makes some cops (mostly older ones) very nervous. They might even foolishly
conclude that you're up to no good!

Rule # 3
If you disregard rules 1 and 2, and the cops catch up with you anyway and inform you that you are under arrest, DON'T MAKE FAST MOVEMENTS WITH YOUR HANDS. I know it sounds silly, but grabbing a shiny beer can, a dark-colored wallet, or one of those snazzy and real-looking
replica guns may make police officers mistakenly believe that you are about to hurt them.

Rule # 4
If you disregard rules 1, 2, and 3, and manage to get what looks like a deadly weapon into your hands, DON'T POINT IT AT THE COPS. We all know that you're basically a nice person, but that may be lost on the police officers confronting you. In their paranoia, they may even
believe they need to protect themselves.

Rule # 5
If you disregard rules 1, 2, 3, and 4, DON'T BE ASTONISHED IF THE COPS DO NOT INSTANTLY TURN INTO YOUR PERSONAL CONFIDANT. They may be too preoccupied to realize that you're normally a splendid person and that you're just having a bad day. They may be too preoccupied to see that when you point a weapon at them in a threatening manner, it is just your way of crying out for help. We both know that the whole problem can be traced to the fact that your mother didn't breast feed you, but some police officers are so cynical they just don't see it.

So, there you have it. If you really apply yourself and obey even some of the rules listed above, I bet you'll avoid the vast majority of police gunfire."

Nev. Cop Shot After Traffic Stop
RENO, Nev. (AP) - What began as a routine traffic stop ended hours later with a barricaded suspect being tear gassed and a 13-year police veteran dead of a gunshot wound.
Reno Police Officer John Bohach was killed Wednesday when he tried to assist other officers who had chased the suspect, Larry Peck, into a small bungalow near downtown.
Police began pursuing Peck after an officer stopped him for erratic driving on the city's north side. Peck then allegedly dashed into a one-story bungalow behind his mother-in-law's house. A police cruiser that took up the chase was involved in a four-vehicle crash.
Bohach was shot in the chest by a high-powered rifle as he arrived in the neighborhood.
Authorities evacuated several houses, one nearby school and locked children inside another school. Neighborhood residents said they knew little about the suspect.
After peppering the home with tear gas and smoke bombs, SWAT teams stormed in to make the arrest.
"It was like Beirut out there," said Fred Wood, who lives across the street from the bungalow.
Bohach, 35, left behind a wife and two children. He is the third officer killed in the line of duty in the Reno-Sparks area in the past six years.
"He was always very passionate about his work. He was a very hardworking police officer. That was what he was all about," said Scott Freeman, a defense lawyer.
Peck has a criminal history, mainly for drugs and other nonviolent offenses, dating back 17 years. Family members described Peck as a militia-type survivalist, investigators said.
Deputy Chief Jim Weston said police found a cache of weapons in Peck's home including two bolt-action rifles, a shotgun and handguns and tear gas masks. Video surveillance cameras were mounted to the outside of house.
"He hated cops. He hated the government," Weston said. "He was prepared to go to war.
Peck was being held in jail for investigation of murder and resisting arrest. Formal charges were pending Thursday, authorities said.

From the San Jose (CA) PD Newsletter, "The Insider"

At the boxing finals in the Arena last Friday night, Andy Trevino asked me to participate in the memorial service to honor and remember firefighters and law enforcement officers who died in the line of duty this past year. I was not prepared for what was about to happen, nor did I anticipate the effect it would have on me.

The families had gathered inside the boxing ring. Rico Chacon was the Master of Ceremonies as Mike Honda, the Chief, Mayor Gonzales and I presented a beautiful shadow box to each family honoring our comrades who died in the line of duty. I walked back to my place and stood next to a young widow with two small children.

She was trying to hold the large shadow box as well as one restless child. I tried to help by patting the youngster on the back. Although she did not know who I was, the child turned to me and held out her arms so l picked her up.

She put her head on my shoulder, pointed to the shadow box and said, "That's my Daddy. My Daddy is in heaven." She pointed to the other shadow boxes as the bagpipes were playing Amazing Grace and Michelle Buckhout was singing Hero. Then the little girl said, "Are all those Daddies in heaven like my Daddy? Is that boy's Daddy in heaven? When will my Daddy come back? Will I see my Daddy?" With a lump in my throat and holding back my emotions, I gave the child a hug and told her that her Daddy was a very brave man and that he had loved her very much. She asked to get down to talk with her sister. I put her down and she scampered away.

I left the Arena feeling numb and thinking how much all of you give to this community. Thank you!! Go home and hug your spouse and children because you need them and they need you!

When God Made Peace Officers

When the Lord was creating peace officers, he was into his sixth day of overtime when an angel appeared and said, You’re doing a lot of fiddling around on this one.

And the Lord said, Have you read the spec on this order? A peace officer has to be able to run five miles through alleys in the dark, scale walls, enter homes the health inspector wouldn’t touch, and not wrinkle his uniform. He has to be able to sit in an undercover car all day on a stakeout, cover a homicide scene that night, canvass the neighborhood for witnesses, and testify in court the next day.

He has to be in top physical condition at all times, running on black coffee and half-eaten meals. And he has to have six pairs of hands. The angel shook her head slowly and said, Six pairs of hands...no way. It’s not the hands that are causing me problems, said the Lord, it’s the three pairs of eyes an officer has to have.

That’s on the standard model? asked the angel. The Lord nodded. One pair that sees through a bulge in a pocket before he asks, May I see what’s in there, sir? (When he already knows and wishes he’d taken that accounting job.) Another pair here in the side of his head for his partners’ safety. And another pair of eyes here in front that can look reassuringly at a bleeding victim and say, You’ll be all right ma’am, when he knows it isn’t so.

Lord, said the angel, touching his sleeve, rest and work on this tomorrow. I can’t, said the Lord, I already have a model that can talk a 250 pound drunk into a patrol car without incident and feed a family of five on a civil service paycheck. The angel circled the model of the peace officer very slowly, Can it think? she asked.

You bet, said the Lord. It can tell you the elements of a hundred crimes; recite Miranda warnings in its sleep; detain, investigate, search, and arrest a gang member on the street in less time than it takes five learned judges to debate the legality of the stop...and still it keeps its sense of humor. This officer also has phenomenal personal control. He can deal with crime scenes painted in hell, coax a confession from a child abuser, comfort a murder victim’s family, and then read in the daily paper how law enforcement isn’t sensitive to the rights of criminal suspects.

Finally, the angel bent over and ran her finger across the cheek of the peace officer. There’s a leak, she pronounced. I told you that you were trying to put too much into this model.

That’s not a leak, said the Lord, it’s a tear.

What’s the tear for? asked the angel.

It’s for bottled-up emotions, for fallen comrades, for commitment to the funny piece of cloth called the American flag, for justice.

You’re a genius, said the angel.

The Lord looked somber. I didn’t put it there, he said.

Working law enforcement officers, the street cops, are reluctant to involve themselves in politics and wary of the promises of politicians. They respond to actions, not words, and are very much aware of what is right and what is wrong.

With that in mind, it is clear that there is a new Sheriff in town, and The Constitution will take precedence over weekly polls. Ashcroft's actions provide clear direction for every law enforcement officer in this great nation.

After Ashcroft declared in a May 17 letter to the NRA that he believes the Constitution "unequivocally" protects the rights of individuals--not merely militias--to keep and bear arms, he served notice that he was seeking public comment on a new policy involving firearm background checks.

When was the last time anyone on The Hill gave you the impression that they really gave a hoot what you thought?

It was not long before Attorney General Ashcroft's proposed regulations reducing the retention period for approved National Instant Check firearms purchases to 24 hours. It was clear the man understood the meaning of "shall not infringe!"

Seemingly unusual for a politician, he is willing to admit to government's past mistakes and has initiated remedies:

There is a clear message here, that the current administration recognizes the right of honest citizens to keep and bear arms. And after years of ACLU dominance in defining the legal interpretation of The Second Amendment, scores of legal scholars have lined up behind the pro-freedom definition. John Lott, a respected scholar/researcher is presenting factual information regarding the value of firearms in the hands of citizens. Facts are what law enforcement understands and respects.

It is the perfect time for American Law Enforcement to join their new "Sheriff" in support of the right of honest citizens to excercise their Constitutional right to possess firearms and publicly support a bill such as HR 382.

This bill was most recently introduced in the 107th Congress by Representative Cliff Stearns (R - FL) and is intended to "amend title 18, United States Code, to provide a national standard in accordance with which nonresidents of a State may carry certain concealed firearms in the State, and to exempt qualified current and former law enforcement officers from State laws prohibiting the carrying of concealed handguns."

This is clearly intended to clarify the status of citizens in the many states that have recognized the right of their citizens to carry a firearm for protection, and will go a long way towards assuring the safety of both police and citizens as they go about their daily business.

"The days of Police Union leaders and Chiefs pandering without challenge or question to politicians, their anti-freedom statements and misrepresentation of American Rank and File Law Enforcement's positive position on CCW and the armed citizen are long past," said retired L.A. Sheriff's Deputy Joe Horn, "and it is time that we demonstrate to the public that their safety is a primary concern over the whims of politics. No one knows better than a street cop what can and does happen to disarmed citizens at the hands of violent criminals. If cops are represented at all in Federal CCW legislation, it will be devoid of elitism and in strong support of all law abiding citizens having the same rights as citizen cops, including the right to carry when traveling and the right of armed defense. A citizen without the right to armed self defense has no rights at all."

The Second Amendment Police Department joins Attorney General Ashcroft in his vigorous support of individual rights. We intend to demonstrate that line officers support the rights of all citizens by supporting H.R. 382.

It is our belief that the myriad of confusing and conflicting firearms laws passed during these past few years creates a dangerous situation for citizens and police alike. Forty+ states have approved concealed carry for its citizens who meet written and practical standards. There is no logical reason, in this day and age of easy transportation, that state lines should act as a disqualifirer. This act will apply to sworn officers, reserve officers, and citizens alike.

Utah officer shot 08-07-01

LEHI POLICE MURDER

"WE REGRET TO INFORM THE CITIZENS OF LEHI AND THE STATE OF UTAH THAT A POLICE OFFICER WAS KILLED IN THE LINE OF DUTY."

For the second time in less than a month, a Utah police officer is shot and killed in the line of duty. The shooting occurred late last night as Officer Joe Adams of the Lehi Police Department made a traffic stop. He was shot and later died. And the man accused of killing him was captured early this morning.

There's a sense of shock and sadness in this community tonight. The officer has been on the force here for three years. Last night as he made a routine traffic stop along this road he was killed in the line of duty. It was about eleven o'clock last night when Lehi Police Officer Joe Adams pulled a car over near an on ramp to I-15. Scott Welch of West Valley City. Sgt. Dennis Harris/Utah County Sheriff's Office: "OFFICER ADAMS WAS IN THE PROCESS OF ARRESTING THE SUSPECT AND HAD PLACED A HANDCUFF ON HIS HAND."

While investigators won't give specifics, it appears the suspect opened fire, hitting Officer Adams once in the leg and once in the chest, in an area not covered by his armored vest. The officer was able to return fire and struck the suspect. Police say a passenger in the suspect's car, got out and called 911 as the suspect drove away.

The suspect was captured in this parking lot. Someone reported to police a man in a car, was bleeding, with a handcuff on. Scott Welch was arrested and is under guard tonight at LDS hospital in critical condtion, with multiple gunshot wounds to his stomach. The passenger in Welch's car was questioned by police, but not arrested. Officer Adams is remembered fondly by officers who worked with him. He was a new father, his wife recently gave birth to a baby boy. And as a three-year veteran of the Lehi police force, those who knew him say he was well respected.

Sgt. Dennis Harris/Utah County Sheriff's Office: "HE WAS EXTREMELY GOOD AT ALMOST EVERY SINGLE THING HE DID. HE WAS LIKED VERY DEEPLY BY ALL THE POLICE OFFICERS, NOT ONLY IN LEHI BUT IN THIS COUNTY."

The Utah County Sheriff's office is handling the investigation of the shooting. They along with prosecutors are working together to build a murder case against the suspect. He has no criminal history in either Salt Lake or Utah County.

Calls for clarification of laws to protect police officers and citizens

The Second Amendment Police Department today called upon Illinois lawmakers and top state officials to address their confusion as to the meaning of current laws regarding the carrying of concealed weapons. 


"The recent arrest of John Horstman and his subsequent rapid release from custody and all charges," said Leroy Pyle, 2ampd Founder and Director, "suggests that the lack of clear language within current law could end up having dire consequences for both police officers and lawful, decent citizens. In fact, with the Horstman case, it already has."

Mr. Horstman was arrested on July 24, 2001 for carrying an unloaded firearm in a back pack. His bond was initially set at $250,000, but thirteen days later, all charges were dropped and he was free to go.

Said Mr. Pyle, "Arresting a citizen for a violation of the law should only happen when the law was violated. And if no law was violated, there should be no arrest. So did he violate the law? And if not, why was he arrested, and why were police officers put into a situation of having to enforce laws according to the whims or personal philosophies of a State's Attorney and his superiors?

At issue is the wording of the law that addresses the transport of firearms. A clause in the text of the law states that a registered gun owner can carry an unloaded gun "enclosed in a case, firearm carrying box, shipping box or other container." That is exactly the manner in which the firearm was being transported by Mr. Horstman.

A recent news article described the law as "an ambiguous clause in the state's gun-control law." State's Atty. Joseph E. Birkett has publicly stated that his own interpretation of the law is 'the way it is' -- that an unloaded gun cannot be carried in an "other container" that looks like a fanny pack -- and he backed up his assertion by calling for the use of force against, among others, John Horstman. Birkett's office initially charged Horstman -- a 40-year-old computer systems engineer whose only brush with the law had been a speeding ticket -- with aggravated unlawful use of a weapon. If the state had pressed the issue and succeeded in convicting the gun owner, Horstman could have served up to 3 years in prison -- for obeying the law to the letter.

In a previous press release, State's Attorney Birkett had publicly threatened the arrest of any decent gun owner who transports a firearm as proscribed by law, and now he has made good on his threat. But to what purpose? To catch and release?

How does a Citizen Catch & Release Program serve the safety and peacefulness of the community? Answer: it doesn't; the enforcement of laws based on politically-motivated interpretations can be dangerous to police officers and decent gun owners who are simply trying to do the right thing.

Nothing can surpass the indignation suffered by Mr. Horstman, his stay in jail, and the costs involved in his release and legal defense. He should be fully recompensed, and an apology is in order. And the police officers who were dragged into this mess also deserve an apology, as well.

The Second Amendment Police Department deplores the negative impact such arbitrary actions have on Law Enforcement relations within the community. Using political might to require peace officers to enforce laws based on politically-motivated interpretations contributes to negative feelings, rude exchanges, and unnecessary tensions between peace officers and the good citizens they aim to serve.

The 2AMPD supports the right of Illinois citizens to carry firearms as clearly defined in the law. And the law enforcement officers in the great state of Illinois deserve the respect of their superiors by being provided clearly defined, legally justifiable orders.

We urge our government officials to address these discrepancies quickly to avoid future events such as this unfortunate arrest/release scenario. During careful review of this entire "gun carry" issue, we also press upon our public servants the need to refer to both the Illinois State constitution and the United States constitution, each of which states, respectively, "the right of the individual citizen to keep and bear arms shall not be infringed" and "the right of the people to keep and bear arms shall not be infringed."

Those words are also quite clear.

New Police Mechanic: It was Bob's, the new mechanic for the neighborhood police department, first day on the job. The Sarge told him to fix the flashers because they weren't working. Try as he could he could not get the flashers to work properly so he brought the patrol car to a local garage to have it repaired. Later in the day the Sarge returns to pick up the cruiser and asks Bob "Everything working okay with the car now?" "Yep!
